*Pre-existing powers: Is a Super Soldier - she is unnaturally strong, and her cells renew and regenerate at such a quick pace that she heals unnaturally fast and is VERY difficult to kill. Also it's really hard to get her drunk. She also has some military experience with WWII-era firearms (though for her that means somewhat more technologically advanced, thank you Howard Stark) and can use her shield as defense or a weapon.
*Rift Change, if applicable: Whenever she walks through a doorway (windows, skylights, and holes in the wall exempt), this starts playing.

Appearance: Stevie is a tall, athletic, muscular woman (sorry her pb is not sufficiently muscled, it's HARD finding strong women who aren't epic body builders), with little enough chest that when she has her hair pulled back and especially when wearing the hood of her uniform, she could pass as a man. She tends to keep her hair pulled back - if loose, it gets in the way, but she's too proud of it to cut it. She tends to dress modestly and a bit old-fashionedly. And she has a huge, contagious smile.
Personality: Stevie is, on the surface, basically your cliched All-American Boy, who just happens to be a girl. She believes in freedom and justice and fairness, she's willing to stand up and (if necessary) fight for what she believes, she's polite to strangers, and tends to make a good impression because of her (extremely sincere) earnestness.
And... well, she IS all of those things. It's not an act that she puts on, it's the truth of the matter. She believes strongly in freedom and fairness. She believes in respecting other people unless they give you a reason to not respect them, and she is almost sickeningly sincere. She's honest, a horrible liar, and has a contagious cheer when she's excited or happy.
Stevie has a deep-rooted sense of duty, though no one's really been able to say why, least of all Stevie herself. She believes in the idea of America (if not the current reality of it), and believes that it's worth fighting for, and protecting that is, she feels, the duty of everyone who lives here. Obviously not everyone can do it in as direct a way as she can, but everyone should do something to help, in her opinion, and anyone not willing to do their part tends to get looked down on and disdained.
One of the most obvious things about Stevie, especially if you know how she became Captain America, is that she is determined and persistent - she will keep going at something until she gets a different result, and then she'll keep going at THAT until she gets the result she wants. Sometimes she can be pretty innovative, but other times she just keeps trying the same basic plan over and over again - either because she can't think of anything else or because she's convinced it should work.
Once you've earned Stevie's trust, she will trust you to hell and back, unless you do something that convinces her you don't deserve that trust. That's actually pretty hard to do. And she will extend that trust to anyone you trust - which could end badly, but she prefers to think the best of people anyway, and this is yet another way she can do that.

She thought that women were capable of being soldiers and was determined to do her part - partially because if Bucky was going to put his life on the line, she couldn't do any less. Dr. Erskin chose her because she was determined, even though she knew logically that she wasn't going to be accepted anywhere, and because she was the type of person he was looking for. After the serum, she became an almost sexless icon - early gossip said the real Captain America was overseas fighting, and she was just an actress, but after a little while, she stopped being "the girl dressed as Captain America" and was generally just thought of as Captain America, though they always seemed to refer to Cap as a "man" and "he" and so on. She was in love with Peggy, but there was no kissing or overt flirting on Stevie's part, because that was inappropriate - she had kind of resigned herself to never actually being in a relationship, and didn't notice Peggy showing interest because of it.
Events:
-Being chosen by Dr. Erskin as the initial test subject for the serum he was creating. Not only did it obviously completely change her life's track by turning her into, basically, a superhero, but it was the first time that anyone that wasn't Bucky had just flat out believed in her and believed that she COULD be a soldier and be a productive member of the armed forces (and NOT a nurse). That meant a lot to her, and ever since, she's tried to honor Dr. Erskin's memory in how she uses her new abilities. (She feels like she hasn't done a very good job.)
-Being thawed and reawakened after being frozen for 70 years. Everyone she knew is dead (she believes - the true fate of Bucky Barnes is uncertain, but she doesn't know that) and she's been thrust into this world that doesn't really have a place for her, she feels. She will still do her duty, and protect her country and innocent people, and care about her team of compatriates, but she feels lost and out of place in the modern world.

Stevie turned from the posters she'd been staring at in the recruitment station and turned to see Bucky jogging towards her. She thought for the millionth time that night how good he looked in his uniform - strong and capable, though she'd always known he was, and so very grown up, grown out of the gawky stage she never left. She smiled faintly as he reached her, and shoved her hands in her pockets. "Sorry, I wandered off."
"You always do," he answered, punching her lightly in the arm. "Come on, we're gonna go dancing, there's still time to salvage your date." Bucky waggled his eyebrows a little, and Stevie rolled her eyes, shoving him.
"You're ridiculous." She glanced over her shoulder at the recruiting station, then back to Bucky. "You guys go ahead. I'll catch up."
Bucky sighed and shook his head. "Come on, Stevie, again? You know they're never gonna let you in."
She spread her hands helplessly. "I gotta keep trying," she said, willing him to understand. She couldn't be a nurse, not after how her mom died, and she was just as capable as a man in... most ways. And she was terrified that Bucky would go over there and not come back, and if she could get through boot camp at least, she'd have training that could help her find him. From the look he gave her, she figured he understood at least part of it.
"You're a little crazy, Rogers," he told her, and ruffled her hair a little. I can't bail you out if the arrest you for lying on your enlistment form, either."
"Bucky!" a girl's voice called from a few yards away, where Bucky and Steve's respective dates were looking bored and a little annoyed.
"Go dance with your date," Stevie said quietly. "Just don't get yourself shipped out without saying goodbye." She smiled reassuringly, though it was a struggle. "Don't worry, it'll be fine! Maybe I'll get lucky this time."
As Bucky headed back to inform Stevie's date that she wasn't coming to dance with him, Stevie took a deep breath and headed into the recruitment station. She didn't notice the older gentleman watching her with a thoughtful expression as she entered.
